The Federal Communication Commission in the USA wants to change this and allow ISPs to choose which data is sent more quickly and which sites get blocked or throttled (slowed down for competitive reasons. This would, therefore, provide a two-tier internet with large winners and losers depending on your ISP and having to pay more for certain services.
The FCC is pushing to overturn net neutrality rules bought in 2015, with a vote taking place later this year.
